Resources Development Administration

A corporate entity exploiting unobtainium and hunting Tulkun for amrita across the Avatar franchise.

The Resources Development Administration (RDA) is the primary human organization operating on Pandora, a natural satellite of the gas giant Polyphemus orbiting Alpha Centauri A. Established to exploit the moon's vast natural resources, the RDA focuses heavily on extracting unobtainium, a superconductor worth millions per kilogram found beneath the surface. This mineral causes chunks of land to rip from the ground, creating magnetically aligned floating mountains. The organization first appeared in the 2009 film Avatar and continues its operations through sequels, video games like Avatar: Frontiers of Pandora, and other media. Their presence is defined by a conflict between industrial exploitation and the native Na'vi's spiritual connection to Eywa.

Lore & Background

The RDA's initial operations in 2154 centered on extracting unobtainium from beneath Pandora's surface. To facilitate this, they utilized genetically engineered Na'vi bodies called avatars to interact with the native population and convince them to leave their Hometree, a sacred site known as Kelutral to the Omatikaya clan. When diplomacy failed after the destruction of Hometree, the RDA employed lethal force to secure the mineral deposits. Later in the film series, the organization shifted its focus to hunting the Tulkun, an intelligent aquatic species. The RDA targets these creatures because their brains produce amrita, a substance that stops human aging. This shift marks a transition from mining unobtainium to harvesting biological resources through systematic slaughter.

In Their Own Story

In 2154, the RDA deployed Jake Sully, a protagonist using an avatar, to ingratiate himself with the Omatikaya clan. The corporation's goal was clear: convince the natives to abandon Hometree so mining drills could access the unobtainium beneath. When the Na'vi refused, the RDA destroyed the great tree, triggering a violent resistance led by Sully, who later earned the title Toruk Makto after bonding with a Great Leonopteryx. Years later, following these setbacks, humanity returned to Pandora with a new agenda. The RDA established a presence in the oceans, targeting the Metkayina clan's territory and hunting Tulkun to harvest amrita from their brains, demonstrating an unyielding commitment to extracting value regardless of the ecological or moral cost.

Reader's Guide

The Resources Development Administration operates through a structure involving resource extraction, security, and biological research. Their primary objectives have evolved from mining unobtainium in the forests to hunting Tulkun in the oceans for amrita. Key locations include Hometree (Kelutral), which they targeted for mineral access, and various oceanic sites where they hunt aquatic life. The organization utilizes avatars to bridge the gap with the Na'vi but resorts to military force when negotiations fail. Their security forces are equipped to handle the unique challenges of Pandora's low-gravity environment and diverse fauna, including six-legged predators like the thanator and viperwolf.
